Hold a form back until the shopper consents
A per-form toggle that withholds a form from EU/EEA visitors until they accept cookie consent — honoring Shopify's Customer Privacy signals — then reveals it the moment they consent.
For merchants who need marketing popups to wait for consent: a new per-form toggle holds a form back until the shopper has opted in — and reveals it the moment they do.
What it does
Turn on Customer privacy in a form's settings and the form won't show to a visitor who has declined tracking, using Shopify's Customer Privacy API. It waits for cookie consent in any region where you've enabled Shopify's cookie banner — the EU / EEA by default, plus any others you've turned it on for.
Separately, and regardless of this setting: shoppers who opt out of data sale — California, Virginia, or a Global Privacy Control browser signal — always have their ad click IDs withheld from ad platforms.
The instant a waiting visitor consents, a popup appears — same visit, no reload (an inline embed appears on the next page load). And because a form that never shows records no impression, its analytics are held back with it.
Built so you don't lose conversions
- It only hides the form for a shopper the consent signal actively reports as declined. Visitors whose region needs no consent see the form as normal — and if an ad-blocker hides the signal, or your store has no consent banner, Formtoro shows the form rather than guessing.
- Submitting is never blocked. Once a form is showing, a shopper can always fill it in.
- Off by default. Existing forms, and stores without a consent banner, are completely unchanged.
